Los derechos humanos y su importancia en la vida universitaria contemporánea: la experiencia en la Defensoría de los Derechos Humanos Universitarios Nicolitas

Abstract

The present investigation tries to achieve a brief approach to two essential figures of the university life of the XXIst century, in the first term to an institution that through the years acquires major force and importance in the educational institutions of top level and in Latin America that is known commonly as a defender or university ombudsman; and, in the other hand, the change of paradigm as a result of the constitutional reform of June 10, 2011 to the guarantee, defense, study, promotion, diffusion and protection of the university and human rights, where the university defender plays a preponderant roll to achieve that goal.

La presente investigación pretende lograr un breve acercamiento a dos figuras esenciales de la vida universitaria del siglo XXI, en primer término a una institución que a través de los años adquiere mayor fuerza e importancia en las instituciones educativas de nivel superior y que en Iberoamérica se conoce comúnmente como defensor u ombudsman universitario; y, por otro lado, el cambio de paradigma que a raíz de la reforma constitucional de 10 de junio de 2011 en materia de derechos humanos, habrá de aplicar la universidad contemporánea respecto a la garantía, defensa, estudio, fomento, difusión y protección de los derechos universitarios y humanos, en donde el defensor universitario juega un rol preponderante para lograr tal fin.
