Producción agrícola y políticas públicas en el estado de Michoacán de Ocampo, 2003-2015

Abstract

In the state of Michoacán, agriculture has a relatively important position, with the first place in terms of the total value of agricultural production, although it occupies only eighth place in both cultivated and harvested areas (SIACON, 2014). This production is characterized by its diversity: there are 33 crops that represent 95% of the value of production (SIAP, 2016). Therefore, public policies to promote economic growth in the agricultural sector must necessarily consider the productive vocations of the regions. The present work aims to investigate the sectoral dynamics of crops in the territory. The methodology used is based on the Regional Analysis Techniques recommended by ILPES/ECLAC with data of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA). The crops were classified in hierarchical order based on the production value. The objective is to elaborate a proposal of guidelines of the public policy for the agricultural sector in Michoacán based on the results of the analysis of productive vocations by crops.

En el estado de Michoacán la agricultura presenta un posicionamiento relativamente importante, con el primer lugar en cuanto al valor total de la producción agrícola se refiere a pesar de ocupar apenas el octavo lugar tanto en superficie cultivada como cosechada (SIACON, 2014). Esta producción se caracteriza por su diversidad: existen 33 cultivos que representan el 95% del valor de la producción (SIAP, 2016). Por tanto las políticas públicas de fomento al crecimiento económico del sector agrícola deben necesariamente considerar las vocaciones productivas propias de las regiones. El presente trabajo pretende indagar en la dinámica sectorial de los cultivos en el territorio. La metodología utilizada se basa en las Técnicas de Análisis Regional recomendadas por el ILPES/CEPAL con datos de la Secretaría de Agricultura, Ganadería, Pesca y Alimentación (SAGARPA). Los cultivos se clasificaron en orden jerárquico con base en el valor de producción. El objetivo es elaborar una propuesta de lineamientos de la política pública para el sector agrícola en Michoacán con base en los resultados del análisis de vocaciones productivas por cultivos.
