El voto de los michoacanos en el extranjero

Abstract

This research entitled "The vote of the michoacanos abroad", consists of four chapters; The first known theoretical framework - conceptual, which refers broadly the concept of voting and ranking, historical references of the vote in Mexico and Michoacan; The second called the vote at the international and federal orders, within which mentions international treaties and its enforcement in our country, as the migrant right of every citizen, also mentions migration and voting as a right human, being cause and consequence. Similarly, it mentions the positions that exist both for and against the vote of Mexicans abroad, mentioning also the first experience of the migrant vote. With regard to the third chapter, called the vote of the michoacanos abroad, take into account the state historical context, positioning and debate on the vote of the michoacanos abroad, reforms concerning the Electoral Code of the State of Michoacan and constitutional status of the migrant vote, it also refers to the new Electoral code of our State. Finally, the fourth section called the legal effectiveness of voting abroad michoacanos also includes the concept of legal effectiveness and evidence as well as the procedure for exercising the right of migrant vote.

La presente investigación que lleva por título “El voto de los michoacanos en el extranjero”, consta de cuatro capítulos; El primero denominado marco teórico – conceptual, en el que se refiere de manera amplia el concepto de voto y su clasificación, referencias históricas del voto en México y Michoacán; El segundo llamado el voto en los órdenes internacional y federal, dentro del cual, menciona los tratados internacionales y su obligatoriedad en nuestro país, en cuanto al derecho migrante que tiene todo ciudadano, asimismo menciona la migración y el voto en el extranjero como un derecho humano, siendo causa y consecuencia. De igual forma, menciona las posturas que existen tanto a favor como en contra del voto de los mexicanos en el extranjero, haciendo mención también de la primer experiencia del voto migrante. Con respecto al tercer capítulo, llamado el voto de los michoacanos en el extranjero, se toma en cuenta el contexto histórico estatal, el posicionamiento y debate sobre el voto de los michoacanos en el extranjero, reformas referentes al Código Electoral del Estado de Michoacán y la elevación a rango constitucional del voto migrante, también se refiere a los nuevos Códigos Electorales de nuestro Estado. Por último, el apartado cuarto denominado la eficacia jurídica del voto de los michoacanos en el extranjero, asimismo incluye también el concepto de eficacia jurídica y sus pruebas, así como el procedimiento para hacer uso del derecho del voto migrante.
