Sistemas de innovación y reservas de la biósfera: acciones para el desarrollo regional sustentable en Zicuirán-Infiernillo

Abstract

The present study approaches the characteristics of the investigation initiatives, development and innovation carried out in the last decade among actors of the four sectors of an innovation system, in the territory of the reservation of the biosphere Zicuirán Infiernillo, with the intention of knowing the context in the one that you conjuntaron diverse factors that allowed its realization, and to analyze the participation that you/they had the main forms of the social capital in this context. It is about a region with socioeconomic deep rezagos but at the same time with a natural enormous wealth. After decades of unilateral and detached strategies of the necessities of the territory, in the last decade several factors facilitated the setting in march of actions with a focus of sustainable development around the pattern of reservations of the biosphere, but with characteristic of an outline of the type innovation system, where the transfer of knowledge was a fundamental aspect. These initiatives are still reduced in number, but they have presented promising results, since the coincidence of several factors in the characteristics of the actors has allowed that the nets conformed for the reservation are used as nets for the innovation, not merely the one focused to the market, but to the sustainable development. We can say in consequence that is being formed an innovation system focused to this vision of the development in this region.

El presente estudio aborda las características de las iniciativas de investigación, desarrollo e innovación llevadas a cabo en la última década entre actores de los cuatro sectores de un sistema de innovación, en el territorio de la reserva de la biosfera Zicuirán Infiernillo, con la intención de conocer el contexto en el que se conjuntaron diversos factores que permitieron su realización, y analizar la participación que en este contexto tuvieron las principales formas del capital social. Se trata de una región con profundos rezagos socioeconómicos pero a la vez con una enorme riqueza natural. Tras décadas de estrategias unilaterales y desvinculadas de las necesidades del territorio, en la última década varios factores posibilitaron la puesta en marcha de acciones con un enfoque de desarrollo sustentable en torno al modelo de reservas de la biosfera, pero con características de un esquema del tipo sistema de innovación, donde la transferencia de conocimiento fue un aspecto fundamental. Estas iniciativas todavía son reducidas en número, pero han presentado resultados prometedores, ya que la coincidencia de varios factores en las características de los actores ha permitido que las redes conformadas para la reserva se empleen como redes para la innovación, no meramente la enfocada al mercado, sino al desarrollo sustentable. Podemos decir en consecuencia, que en esta región se está formando un sistema de innovación enfocado a esta visión del desarrollo.
