La descentralización como la estrategia más influyente para la mejora del desempeño y eficiencia del Servicio Nacional del Empleo en Michoacán

Abstract

The case of the Labor National Public Service Organism of Michoacán, which is important since it has the free and personalized attention of the problems of unemployment and underemployment in the country as its objective, was studied for this report The most important strategies for the attainment of the objectives of the above mentioned were identified in consultation with members of the organism. A mathematic tool of the fuzzy logic was employed in order to be able to determine the most influential strategy in the attainment of the objectives, having reached, by the use of the Convolution Min Max, the conclusion that the most important strategy to obtain the objectives of this institution is the decentralization.

En este trabajo se estudió el caso del Organismo Público Servicio Nacional del Empleo Michoacán, el cual es importante, ya que tiene por objetivo el atender de manera gratuita y personalizada, los problemas de desempleo y subempleo en el país. En consulta con miembros del organismo se identificaron las estrategias más importantes para la consecución de los objetivos más importantes del mismo. Se trabajó con una herramienta aritmética de la lógica difusa (fuzzylogic) para poder determinar la estrategia más influyente en la consecución de los objetivos llegando mediante el uso de la Matriz de Convolución Min Max a la conclusión de que la estrategia más importante para el logro de los objetivos de esta Institución es la descentralización.
